In this game, I am playing as the Islamic Emirate of Afghanistan fighting the Islamic State of Afghanistan, It's still 2000 without US intervention yet and after producing a few Militia divisions (to make my current divisions on the battlefield up to full capacity). After finishing production of a few militia, my practicals for militia skyrocket and I can them in 2 day at a cost of 0.01 IC (0.02 IC used total) meaning I could make 275 brigades worth of Militia with my manpower (1.35 x 275 = 371.25) at a cost of 5.5 IC! (275 x 0.02 = 5.5). I am listing all these numbers to show the severity of this bug especially in Multiplayer where players might try to exploit this. I've also done this with Iraq in the 2003 scenario. Also I have been able to do this with transport planes.
